(W. F. T. C. O.)
(第二届理事会审议通过)

    1 、宗旨
    团结、协作、交流、发展，共同努力用现代科学方法和传统经验方法，研究继承中国及各国各民族传统骨科学的理论和经验，加以提高发扬，为世界人民健康服务。
    2、 组织
    2．1、理事会
    2．1．1 世界中医骨科联合会（W.F.T.C.O）是国际性的学术团体，是世界各国运用传统医学防治骨科创伤疾病的医务工作者的联盟团体，也是各国传统医学团体自愿加盟的联盟组织，由理事会组成领导机构。
    2．1．2 隶属关系：W.F.T.C.O接受世界卫生组织（W.H.O）指导。作为中华中医药学会团体会员，同时按受中华中医药学会的指导。各国分会同时接受本国卫生行政部门领导。
    2．1．3 理事：W.F.T.C.O理事会由会员选举产生，原则上每5~10名会员选举1名理事。理事必须是自觉执行联合会章程，在学术上或联合会组织建设上有一定的成绩，并从事骨科专业工作5年以上，同时有学术论文或著作发表的骨科主治医师（或相当资历）。理事必须是永久会员。
    2．1．4 常务理事：理事会选举产生常务理事。常务理事（包括依次产生的副主席、常务副主席、主席、名誉主席）必须是从事骨科专业10年以上，对联合会学术建设和组织建设有显著成绩者。
    2．1．5 主席团：理事会选举（副主席名额按30名会员产生1名的原则）副主席组成联合会主席团。副主席必须是从事骨科工作15年以上，相当于副主任医师资历，并对联合会学术建设有特别成绩的专家、学者，或对联合会组织建设做出特别贡献的企业家。
    2．1．6 常务副主席：在副主席中以3∶1的比例选出常务副主席，作为联合会重大议程的决策组织，直接对主席和理事会负责。常务副主席必须是从事骨科工作30年以上，并且在学术上有特别贡献的学科带头人，同时也是对联合会的建设有特别贡献者。为加强联合会与政府部门的联系，可特聘对联合会组织建设有特殊贡献、兼具备相当资历的行政领导为常务副主席。
    2．1．7 主席：联合会主席1名，由理事会推荐候选人，全体会员直接选举（无记名投票）产生。联合会主席必须是从事骨科工作35年以上，学术上特有建树，在国内外同行中享有崇高威信的专家。
    联合会主席主持理事会和会员大会，决定任免事项，并对常务副主席的议案有决定权。秘书长、司库和"尚天裕国际科学奖"评审委员会主任等人选，由主席提名，主席团通过后任命。
    2．1．8 名誉主席：理事会选年龄70岁以上且对联合会学术建设和组织建设有特别贡献的专家为名誉主席，名誉主席在理事会中产生，并在主席缺席的情况下代理主席主持理事会和会员大会。
    2．1．9 荣誉主席和顾问：理事会对联合会学术建设和组织建设有特别贡献的政府领导人尊为"荣誉主席"，对专家、学者尊为"顾问"。理事会接受他们的指导和帮助。
    2．2、尚天裕国际科学奖：W.F.T.C.O设立"尚天裕国际科学奖"，是本会最高科学技术贡献奖：设特别贡献奖，每五年评选一次；科技成果奖，分一、二、三、表扬四等奖，每二年评选一次，以表彰对骨科学术有突出贡献的会员。奖励办法按"尚天裕国际科学奖条例"实施。
    2．3、秘书长办公室
    2．3．1 W.F.T.C.O总部设在中国（北京）是常务理事机构，下设秘书长办公室。
    2．3．2 W.F.T.C.O以非盈利性财团法人形式作行政管理，由秘书长办公室执行。
    2．3．3 W.F.T.C.O财政由正副司库负责，具体开支由正副司库中一人报秘书长批准后生效。
    2．3．4 理事会每年开会一次，听取秘书长办公室工作报告和财政报告，作出下一年度工作计划及财政预算，由秘书长办公室具体实施。
    2．3．5 秘书长办公室人员编制由常务副主席会议决定和聘任，原则上由秘书长具体领导。
    2．3．6 各国（限参加WHO）可根据会员情况成立联合会的分会。原则上每一个国家一个分会（中国例外）。分会的成立，由常务副主席会议审批，其管理形式可参照总会的办法。
    3、司库管理条例
    3．1、 联合会一切资金为集体所有。
    3．2、 联合会资金确保用于发展事业、学术交流和人才培训。
    3．3、 联合会经济来源主要为会员费、团体会员费以及社会赞助或总会召集有关学术活动（如委托分会主办，收40%归总会）。出版书刊收入以及办学、办医院收入。
    3．4、理事会所有理事均不在联合会领取薪金，工作需要经济开支，由秘书长和司库审批。
    3．5、联合会财政开支由司库负责，秘书长办公室具体管理：一次性开支超5千元人民币的需有司库和秘书长联合签署方能生效；超一万元人民币的开支需常务副主席联席会议审议通过方能执行。
    3．6、联合会财政收支每年向理事会各常务理事公布，并接受会员监督。
    4、会员
    4．1、会员资格
    4．1．1 中西医学院校毕业或中医学徒出身的中医或西医师，从事应用整骨，推拿或针灸、中草药治疗骨、关节创伤和疾病，取得执业医师资格并从事医疗、科研或教学工作三年以上者。
    4． 1．2 自学成才或学徒出身的整骨推拿、或针灸工作者，具备"国际中医骨科专业水平医师者。
    4． 1．3 具备上述条件，而已从事临床十几年以上，且经三个月以上的专业培训者，可以申请"准员证"，准员证与会员有相关的待遇，但无选举权和被选举权。
    4．1．4 学术团体入会，为团体会员，团体会员所在国必须是WHO成员国，才具备入会资格。
    4．2、入会条件和程序
    4．2．1 具备上述资格，各国各民族男女公民，均可申请入会。
    4．2．2 入会填写申请表格，并交入会基金40美元，一年会员费20美元，经秘处审核后，正式吸收入会。
    4．2．3 一次性缴纳400美元者，可作为"永久会员"。
    4．2．4 团体会员，经常务副主席联席会议批准后，交入会基金500美元，会员费300美元元/年。
    4．3、会员权利和义务
    4．3．1 会员根据各国医疗法律有权从事整骨、推拿、针灸的医疗服务工作并受联合会保护。
    4．3．2 会员在遵守驻在国法律和职业道德前提下，如有技术上的纠纷，联合会有责任协助调解。
    4．3．3 会员有权利向联合会提出技术咨询，有权优先获得联合会出版发行的技术资料，如属出售者，可享受20%优惠。
    4．3．4 会员出席联合会主办的各种学术会议，是当然代表，并有权享受免交20%之会务费。
    4．3．5 会员参加联合会属下的医院进修学习，可享受免交40%之学费。
    4．3．6 会员子女考取中医学院成绩优异或经济困难者，总会适当提供奖学金。
    4．4、会员守则
    誓言：勤求古训，博采众方，先发大慈恻隐之心，誓愿普济含灵之苦，执行会员守则，竭诚为人民健康服务。
    4．4．1 伤病员是职业最高宗主，要尊重、关怀和爱护，不得因其伤残、污秽或贫贱而歧视之。
    4．4．2 忠于职守，临证要专心、细心和耐心，要严格遵守各项诊疗规则和操作规程，不得有侥幸心理、违章操作。
    4．4．3 对伤病员要高度负责，忠实科学地向伤病员反映病情，不得夸大其词，恐吓病人。
    4．4．4 工作时要衣冠整齐，态度慈祥严肃；检查妇女伤病员，如需除衣饰者，要有女医师或女护士监护，诊室内不得谈笑喧哗，更不得戏弄伤病员。
    4．4．5 合理用药，合理收费，不得乘机诈骗伤病员。
    4．4．6 团结同行，互相帮助，不得偶然治好一症而一朝得意，语无伦次，诽谤别人炫耀自己。
    4．4．7 要虚心好学，专业水平由同行评议，医德医风由群众评议，不得懂小小，扮代表，自吹自擂、欺骗群众。
    4．4．8 要尊师爱长、尊老爱幼，接受上级医师指导、爱护下级医师，不得目无尊长、排斥后学。
    4．4．9 要学术面前，人人平等，不得因其亲而捧之，因其疏而诋毁之。
    4．4．10 遵守会员守则，坚持上述"九要九不要"，遵守联合会章程，爱业敬业，为学科事业的发展作出贡献。
    4．5、会员退会
    4．5．1 会员如逾二年未交会员费者，按自动退会论处。
    4．5．2 会员违反"会员守则"经劝导无效者，由各分会呈报，秘书长办公室审批，责成其退会。
    4．5．3 退会会员不得再使用本会所发逾期证件，如有违犯，总会有权向所在国法院起诉其盗用证件罪。
    5、标志
    W．F．T．C．O会徽标志是：世界大联盟的麦穗烘托地球仪。中间是中国（医宗金鉴。正骨心法要旨）（1742年）一书的插图"腰柱固定"，英文字母即 世界中医骨科联合会第一字母。背景海蓝色，线条图金黄色，英文字母为红色。
    5．1、涵义
    5．1．1 世界大联盟的标志含义是世界中医骨科工作者大团结。
    5．1．2 "腰柱固定"是中医骨科治疗脊柱损伤的外固定法，也是纠正脊柱侧弯的治法。
    5．1．3 中医骨科治疗脊柱损伤，始于1331年的《永类钤方》首创用过伸牵引的"攀门拽伸法"。    1337年危亦林《世医得效方》又介绍"悬吊复位法"和"腰围固定"。1368年源自阿拉伯医学的《回回药方》，又发明"腰背垫枕法"并描写脊柱骨折合并截瘫。《医宗金鉴》是继承上述传统形成了中医骨科的脊柱损伤疗法，"腰柱固定"图成为其代表的历史印证。
    5．1．4 "腰柱固定"既代表了中医骨科的脊柱损伤疗法，也包含了这一疗法的形成，也是吸取了世界各民族传统骨科，所以也代表世界各民族的传统骨科。
    5．1．5 从事整体而言，会徽代表一方面全世界骨科工作者联合起来，另一方面说明中医骨科历史上融汇了世界各民族共有的学科，为人类造福。

Bylaws of World Federation of Traditional
Chinese Orthopedics

I. Purpose

By using modern scientific method together with traditional, experiential methodology, WFTCO is organized to unite,coordinate, to promote, to cultivate national and international orthopedic experience for the purpose of serving the citizen of the world for better health.

II. Organization

1. Board of Direction

(1) WFTCO is an organization of those who utilize respactive traditional treatment method together with modern clinical technology to treat bone fracture, to du academic research and instruction with volunteer participation from various sub groups or organizations.

(2) WFTCO accepts guidance form WHO. The Board consists of 60 board members according to respective national membership which elects board representatives for the term of 5 years.

(3) WFTCO elects 1 presidnt, 4 deputy chairmen, several vice presidents, 1 treasurer, 2 vice treasurers, ali of them will esrve as standing committee of the borad.

(4) Standing committee of the board must be those who engage in Chinese or western medical practice or academic instruction as well as research.

(5) Boared may retain honorable chairman, general advisor, honorable president; honorable president and general advisor can preside at the board meeting of the standing committee, can offer operational suggestion, but they do not have the right to vote.

(6) The board will award the title of "honorable advisor" to those who make significant contributioin to the organization.

(7) WFTCO will establish "Shang Tian Yu" scholarship which is the highest academic and technological reward to given to those with special contributioin in the profession on every 5 years. The scientific results will be divided into four categories which will be assessed and evaluated every 2 years in order to honor those who show significant contribution in the orthopedic profession. Specific criterion will be designed and approved by the board.

2. Office of secretary General

(1) Headquarter of WFTCO will be set up in Beijing or tienjin, China where houses the and $500.00 for annual membership fee.

3. Rights and responsibilities

(1) The association will protect members who engage in bone alignment, medical massage, and acupuncture work.

(2) The association will coordinate and arbitrate technical disputes under the precondition of legal and ethetical practice in the respective residential country.

(3) The association will provide members technical information if requested, members will enjoy 20% discount for any association publications.

(4) Menbers have rights to participate any academic conferences sponsored by the association, will enjoy 20% discount for congruence fee.

(5) Members will enjoy 20% discount for participating any association sponsored special training seminar.

(6) Menbers will enjoy 40% discount for participating any association sponsored special training seminar.

(7) Special funds or scholarship will be provided to eligible members'dependents who have been accepted to medical schools but are having financial difficulties. Special funds will be provided for member family in case of death.

4. Membership rules
Oath: we solemnly sweat to observe the organization's rules to serve the citizen of the world to ease their pain, to have compassion for the patients, to serve the public, to learn trom the past.

(1) Petient must be our utomost concern, we must care, protect, and respect our patients, we will never discriminate against our patient because of disfiguration, filth, and poverty.

(2) Must be loyal, patient, careful, focused in following proper procedures, not negligent or disobedient of the rules.

(3) Must be responsible in telling truth to the patients without exaggeration of the facts.

(4) Must wear proper uniform at work. Must be kind with patients. If necessary to undress a female patient, a female doctor or nurse must be present to esamine the female patient. In the clinics, a professional must not laugh and wise crack or tease the patient.

(5) Must not cheat the patienty, administer proper medication and charge proper fee.

(6) Must not be arrogant and proud with the colleagues. Must be helpful to each other and assist the other prfessionasl, never defame your collegues.

(7) Must be humble in knowledge pursuit, must never cheat the public and standing committee of the board under which office of secretary general will be eatablished.

(2) WFTCO is a non-profit organization where office of secretary general bears the executive  function of the organization.

(3) WFTCO's financial matters will be handled by treasurer and vice treasurer, one of whom can submit expense report to secretary general for approval.

(4) Board will hold standing committee meeting once a year, will listen to operational and financial report, next fiscal year report from the office of secretary general, who will provide specific procedures for execution.

(5) Board standing committee will em ploy and decide proper personnel to staff office of secretary general who will perform executive function for the organization.

(6) According to regional necessity, branch WFTCO offices can be established, but must be approved by administrative format can follow the main office.

III. Membership

1. Qualification

(1) They must graduate from Chinese or western medical school, have practiced bone alignment, medical massage, acupuncture, and Chinese herbal medicine in treating bone fracture and disease or combination there of in the field of orthopedics as in academic instruction or research for over three years.

(2) They can be those who are self taught and in apprentice work, with academic equivalent who may hold a international orthopedic certificate.

(3) Without the above qualification, they use have clinical experience for over 10 years with special training seminar for over three months, then they can apply for associated membership. The associated members do not have voting right, but enjoy the same benefits as a regular member.

(4) If applying for admission as an organization membership, the organization must be a member of WHO in its respective country.

2. condition and procedure for becoming a member
(1) With proper qualifications as previously stated, any person can apply.

(2) Prospective applicant must fill application form, pay $40.00 for basic application fee, $20.00 for annual membership due, office of secretary general must apporve the applocation.

(3) One life membership fee is $400.00.

(4) Organization membership must be approved by the board, pay initial $1000.00 fee overexaggerate your own ability. Let the public be the fair judge.

(8) Must respect your teacher, love the young, accept guidance from senior doctors, love the jurior doctors and be kind to them.

(9) Under acadmic standard, fairness must be applied to all under all circumstance.

(10) Observe the previously stated"9"taboos, follow the association rules, love and respect your profession and make significant scientific contribution.

5. Menbership withdrawal

(1) Member will be automatically withdrawn without paying membership due for two consecutibe years.

(2) Member violates the association rules continuously without any modification of behaviour. Branch office will report the case to secretary general for approving the membership withdrawal.

(3) Member withdrawm must not use the expired identification card. If disregard this rule, association has the right to sue in the respective courty to punish the violator.

IV. Emblam or sign

1. Interpretation of the sign

WFTCO symbolizes the great world union as supported by the glob model wrapped around by the wheat head. A pictrue in the center is taken from a medical book entitled Yi Zong Jin Jian Zheng Gu Xin Fa Ya Zhi(Essence of Spinal Column Brace), with navy bule background, gold lines, English Litters, WFTCO in red.

2. connotation

(1) The symbol represents the the great union of the world orthopedic professionals.

(2) The spinal colunm btace represents the Chinese orthopedic treatment method of bone fractrue in external stablization.

(3) The Chinese treatmentof spinal column fractrue was first mentioned in Yong Lei Qian Fang by stretching oneself over the door post.

(4) Spinal column btace treatment method represents international orthopedics.

(5) The syumbol overall represents the union of the world orthopedic professionals, union of international orthopedics with view of developing interantionl orthopedic science to bendfit the world citizen.
